Transcendent win still not assured for Obama

WASHINGTON (AP) ? Presidents live in a world of wins and losses quickly forgotten. Rarely are they presented with the kind of defining moment that President Barack Obama experienced when the Supreme Court upheld his health care law.

It's one that will transcend his presidency, change America's social safety net and shape how he is likely to be remembered.

Then there's the catch.

If Obama does not win a second term in November, he risks losing both the law and the core of his legacy. Republican Mitt Romney will try to gut the law and impose something else. All the rest of what Obama accomplishes will fall under the dimmer view of history assigned to one-term presidents.

Immediate attention isn't on the lasting consequences. Right now, the campaign retains its focus and remains a biting contest between two men with vastly different visions about how to fix the economy.

Obama's re-election message is not expected to differ because of the ruling. But his presidency has changed.

Where others failed, he succeeded, pushing through a plan to get basic health coverage to millions of uninsured people in the richest nation on earth.

"Obamacare," as critics derisively call it and supporters adoringly do, is his Medicare, his Social Security.

The high court ensured that the law would crown Obama's legacy. He did it with no Republican help in Congress, with half the country against him, with a Supreme Court led by a conservative chief justice who produced the surprising, deciding vote to rescue his law.

"If he wins re-election, he's got one huge marker down that he can build upon," said Bill Daley, Obama's former chief of staff.

Daley said if Obama achieves a long-term debt deal on immigration or brokers an energy plan as well, and avoids major mess-ups for eight years, "then that has the potential to be a very significant presidency."

Douglas Brinkley of Rice University, among the presidential historians who have met with Obama for dinners, said Obama wants to be remembered on the scale of Theodore Roosevelt, Franklin D. Roosevelt and Lyndon Johnson.

Now, Brinkley said, Obama is poised to go down as one of the leading progressive presidents for delivering on a health care promise that has eluded so many, for so long.

"It's a bit of confounding presidency," Brinkley said. "It always seems like Obama is about to flip off the rails. And then lo and behold, he's back on top again."

And if he loses to Romney? "It all changes," Brinkley said. "One-term presidents have a hard time building tremendous legacies."

The law is built around a mandate that people who can afford to buy health insurance must do so to help rein in the costs of coverage for everyone. Overall, the legislation is unpopular with the public, although individual parts of it are not.

Romney calls it an act of government intrusion and says he will ask Congress to repeal the law. Obama's triumph at the Supreme Court, therefore, seemed less about legislative permanency and more about electoral urgency.

Within hours, a fundraising appeal under Obama's name warned donors of Romney's undo-it plans and said, "We can't allow that to happen. We have to win this election."

Just don't expect Obama's fundamental pitch to voters to turn much at all, White House and campaign officials said.

To the degree that the health care law becomes a more prominent part of his campaign, it will still be in the framework that Obama has settled upon, his vision of economic revival and opportunity and fair taxation.

He wins by persuading people about the potential jobs ahead, not the health care fight behind him.

Campaign officials say they do see some fresh opportunity to change perceptions about the law and draw contrasts with Romney. They will do that by focusing on popular elements that could disappear, such as the promise of insurance for people with medical conditions.

In his majority opinion, Roberts made clear he was not offering a policy endorsement of what Obama and his Democratic allies had done.

"Those decisions are entrusted to our nation's elected leaders, who can be thrown out of office if the people disagree with them," the chief justice said. "It is not our job to protect the people from the consequences of their political choices."

Obama is that guy trying not to get thrown out of office. He had an eye on the legacy of the law within hours of knowing it was saved.

"I'm as confident as ever that when we look back five years from now, or 10 years from now, or 20 years from now, we'll be better off, because we had the courage to pass this law and keep moving forward," he said.

Implied in there was his message to voters to keep moving forward with him.

"The court victory is a huge step towards making affordable health care a reality to everyone in the country," said Robert Gibbs, a senior advisor to Obama's campaign. "We have another big hurdle left. It's called the election."

(AP) ? Egypt's newly elected president has read the oath of office in Tahrir Square and defied the country's military rulers by saying, "I fear no one but God."

Mohammed Morsi addressed tens of thousands of mostly Islamist supporters Saturday in a strongly worded speech.

He spoke on the eve of his official swearing-in ceremony that was scheduled in front of a high court. But many protesters called on him to take the oath in the square to defy the ruling generals who took power after Hosni Mubarak's ouster.

Morsi vowed that the power of people is above all and that no one can take away the president's authorities.

Early Childhood Services:

Position Definition: As a part of the A-TCAA team, the Head Start Visitor/Family Advocate plays an essential role by providing comprehensive educational and case management services to children and their families in their homes. Duties include: weekly home visits and case management with families and pregnant women who have children aged birth to 5 years old, planning and facilitating parent involvement in program governance, conducting group socializations for parents and their children and helping families set and meet goals related to self sufficiency, parenting and health. This position requires driving agency vehicles, keeping careful records and case notes and entering data into computerized tracking systems. Home Visitors/Family Advocates also help with program recruitment and informational activities.

Minimum Qualifications:

Congressional senior moment? Flip-flopping on Bowles-Simpson

Suddenly, the tough budget reform proposed by Alan Simpson and Erskine Bowles is getting a second look. Oh, politicians don?t love the real plan, but they are positively enamored of their own self-edited, stripped-down versions.

Oh, they don?t love the real plan?barely any elected official had a kind word to say about it when it was first proposed. But they are positively enamored of their own self-edited?versions?usually with all the tough stuff conveniently deleted. ?

Psychologists sometimes talk about ?ecstatic memory??an idealized recollection of some past event. Imagine, for example, guys at their college reunion gleefully reminiscing about that bender they went on senior year. In reality, they awoke with blinding hangovers in some cheap motel room. But in their memory, it was an evening filled with great music, beautiful women, and an all-around good time.

That?s a bit like what?s going on with Bowles-Simpson. ?

No more than a handful of politicians have ever been willing to?publicly support the actual plan, with all its gory details. The proposal would have reduced the deficit by $4 trillion over 10 years, including $2.2 trillion in unpopular spending reductions, $1 trillion in unpopular tax hikes and the rest in interest savings. ?

You?ll recall President Obama said approximately nothing when the chairs of his own fiscal commission made their recommendations. Key congressional GOP leaders who served on the commission?including House Ways & Means Committee Chairman Dave Camp (R-MI) and House Budget Committee Chairman Paul Ryan (R-WI)?voted against the report. ??

As recently as last March, the full House had a chance to vote on the plan. It got 38 votes?16 Republicans and 22 Democrats.

But now, it seems the plan has all sorts of new friends. Just a couple of weeks ago, Treasury Secretary Tim Geithner told the Council of Foreign Relations that the path to fiscal sustainability ?began? with Bowles-Simpson. Remarkably, he added that President Obama?s own budget ?although it differs in slight ? in small respects from that basic framework, is very close to that basic design.? ??

Sure it is, except for the tax and spending parts.

Mitt Romney is another fan?absent the details. For instance, he embraces the bit of the plan that would cut individual tax rates to 28 percent. But he conveniently forgets that overall Bowles Simpson would have raised taxes by nearly $1 trillion over the next decade, increased rates on capital gains, and scaled back tax subsidies for home mortgages, charitable gifts, and employer-sponsored health insurance while wiping out tax preferences for nearly everything else.

Romney says he?ll slash tax breaks?to pay for those low rates too. But unlike Bowles-Simpson, he won?t?say how. Maybe he shares their plan for cutting preferences. Only he isn?t telling.

And that?s the real problem. Bowles and Simpson told people just what they?d do. And that?s exactly what politicians avoid at all costs. Instead, like those drunken college boys, they prefer to reminisce about the old days that never were. Or in the case of Bowles-Simpson, a budget plan that never was.

New Egypt president moves toward unity government

CAIRO (AP) ? President-elect Mohammed Morsi tried to ease the turmoil that has rocked Egypt since the uprising 16 months ago, reaching out Tuesday to Christians, women and secular revolutionaries to join his new Islamist-led government.

Even prominent opponents of Morsi's Muslim Brotherhood gave cautious support for his effort to end military rule after the generals issued a series of last-minute decrees to try to keep their grip on power.

But it remained unclear how much power the military was willing to cede ? and how much authority the Brotherhood ultimately intends to retain for itself.

Dina Zakariya, a Morsi campaign spokeswoman, said the only way forward is to create a national unity government that represents all political forces and all Egyptians.

"The country lived for so long in corruption. No single party can take full responsibility" for tackling the nation's problems, she said, adding that Morsi is serious about appointing a Christian and a woman as vice presidents and including a range of political factions in the Cabinet.

Morsi was declared the winner Sunday of the first free presidential election in Egypt's modern history, becoming the first Islamist and the first civilian to hold the office. Since then, backdoor negotiations on a power-sharing agreement between Islamists and the ruling military council have been ongoing.

The deeply polarizing race pitted Morsi against Hosni Mubarak's last prime minister, Ahmed Shafiq. Many liberals who drove the uprising, as well as women and minority Christians were despondent over the choice between a vestige of the old regime and a candidate they fear might impose stricter Islamic law in Egypt and limit personal freedoms.

In an effort to assuage those fears, Morsi and his Muslim Brotherhood have floated the names of respected liberals, women and Christians to join his government. Among them is former nuclear watchdog chief Mohamed ElBaradei, a leading pro-democracy advocate.

Critics say the Muslim Brotherhood, which dominated in both parliamentary and presidential elections, is power hungry. They warn that if the Brotherhood does not create a broad-based government, it alone will be blamed for failing to fix the battered economy, surging crime and deteriorating social conditions in Egypt after a tumultuous transition to democratic rule.

"Morsi promised that the prime minister post will be assigned to an independent, not because the Brotherhood loves independents but because they fear failure," said Mohammed el-Gebbah, a former Brotherhood member. "The burden is too heavy and they want someone to carry it with them."

There are already disputes boiling between some revolutionary factions and the Brotherhood, with one prominent activist calling for a march to the presidential palace this week dubbed "Beer is our right" to protest any attempt by the new president to impose a religious state.

"We are happy to begin the path of getting rid of military fascism, but we also reject religious fascism," Ahmed el-Bahar wrote in a Facebook posting. "If we don't seize our rights and practice them now, we will slowly turn into the Brotherhood state."

On his second day at work at the presidential palace, Morsi invited protesters injured during the uprising and the families of those who were slain, and was photographed kissing their foreheads. He listened to their demands to hold retrials of old regime members implicated in the killings.

Mubarak and his interior minister were sentenced to life imprisonment for failing to stop the killings, while six of Mubarak's top police officials were acquitted on June 3, sparking angry demonstrations by many who fear Mubarak's verdict can be easily overturned on an appeal.

Morsi also received Egypt's top Coptic Christian official, Bishop Bakhamous, and promised "an open line" with Christians.

Media reports narrowed down names of possible candidates for prime minister.

At the top of the list were ElBaradei and economist Hazem el-Beblawi, a former deputy prime minister in the Cabinet formed after Mubarak's ouster, the Al-Akhbar state newspaper said. Morsi was also considering a leftist female political science professor and Christian lawmakers as vice presidents, it said.

Gamal Abdel-Gawad, a political analyst from Al-Ahram center for Political and Strategic Studies, said Morsi and the Muslim Brotherhood were reaching out to liberals and others only to further their short-term goal of "getting rid of the generals." In the long run, they will push for a more Islamic state and sideline liberals, he said.

He said the Muslim Brotherhood will keep control of the ministries that serve its "ideological platform and vision," such as the ministries of justice, finance, and education.

As for the military, it will maintain its control over the key defense and interior ministries, El-Gebbah said.

The liberals and other political forces will fill the rest of the ministries. "If they succeed, it will be a success for the Brotherhood and if they fail, others share the failure," Abdel-Gawad said.

He added that ElBaradei would pose a risk for the Brotherhood "because he doesn't compromise and at any moment he can just quit and leave if he doesn't agree with what is happening."

The first front in Morsi's battle to wrest back power from the military will be his swearing in on Saturday. Traditionally, presidents take the oath of office at parliament, but the Muslim Brotherhood-dominated parliament was dissolved by the ruling military council. The alternative would be to take the oath before the Constitutional Court, which is packed with judges appointed in the Mubarak era.

The venue will be a signal to revolutionaries whether their new president is willing to defy the powerful generals.

The Brotherhood is also pressing for the reinstatement of the dissolved parliament. But they suffered a setback Tuesday when a court delayed ruling on an appeal to overturn the military council's order until after Morsi is sworn in on Saturday.

The Muslim Brotherhood and another Islamist group, the ultraconservative Salafis, won more than 70 percent of parliament in a free election earlier this year. The parliament, according to Egypt's interim constitution, is tasked with forming a panel to write the constitution. Twice, liberals walked away from panels formed by the Islamist-controlled parliament, voicing fears that Egypt's new constitution would end up more Islamic.

Two days before the June 16-17 presidential runoff, the ruling council dissolved parliament after a court determined the parliamentary elections were illegal. As polls closed on June 17, it issued constitutional amendments that gave the military rulers legislative powers and control over drafting the constitution.

According to his spokesman Yasser Ali, Morsi held consultation with top legal and constitutional experts, trying to find a way out.

Activists also set up a website titled "Morsi Meter" to monitor the president's performance during his first 100 days in office. The April 6 group, composed of young liberals who helped lead the uprising, is transforming itself from a protest movement a lobby group, said its spokeswoman Injy Hamdi, "as a guarantor that no new dictator rules Egypt."

"The time now is to help dismantle the old corrupt system not through street protests, but to offer a hand," she said. "We will be a lobby group, monitoring the performance of the president. If he deviates from the path, we will be the first to oppose him, and return to the street."

China keen to avoid 'diplomacy issues' concerning India, Pakistan

China is keen to avoid any "diplomatic issues" between China, India and Pakistan and the issue of stapled visa to people from Jammu and Kashmir, including to a top Indian Army official in 2010, was part of this stand, a senior Chinese official said here.

He said the policy was to issue separate papers to people from Kashmir till the "dispute of sovereignty" was resolved between India and Pakistan.

Colonel Guo Hongtao, Staff Officer of the Asian Affairs Bureau, Foreign Affairs Office, Ministry of National Defence, said China "exercises prudence" with regard to "sensitive issues" between India and Pakistan.

Speaking during an interaction with a group of Indian journalists, Guo said: "China has been consistent that it would issue separate papers to people from Kashmir till India and Pakistan have resolved the issue."

India had suspended defence exchanges in July 2010 when the head of the Northern Command, Lt Gen B.S. Jaswal, was refused a visa because the "sensitive region" of Kashmir was under his charge. Gen Jaswal was to head an Indian military team to China.

Defence ties between New Delhi and Beijng resumed a year later. China also began issuing regular visas to both Indian military officers and residents from Jammu and Kashmir.

Explaining Beijing's position on why it had refused visa to Gen Jaswal, Col Guo said China's objective was "to handle the issue properly to avoid diplomacy issues between China, India and Pakistan".

China had then proposed an alternative arrangement - to allow Gen Jaswal to be a member of the Indian delegation instead of heading it. India didn't agree and suspended military ties with Beijing.

Col Guo said if the Indian side had been led by the head of the Northern Command, "it would have put China in a diplomatic difficulty" vis-a-vis Pakistan.

He said in relation to Kashmir, China considers it a "dispute of sovereignty between India and Pakistan".

He said since last year China and India have resumed bilateral military interactions, and "this page (the incident) should be turned over" and treated as a "closed issue".

Jia Xiudong, Senior Fellow in Residence of the think tank China Institute of International Studies (Department of International Strategic Studies), said China's relations with Pakistan were "not against India" and his country wants to see improvement in relations between India and Pakistan.

KRAKOW, Poland (AP) ? Italy is restoring pride in a tarnished national game while England is shaking off past inhibitions.

The European Championship is turning out better than expected for the English and Italians, who meet on Sunday in the quarterfinals.

The Italians are providing a welcome distraction from another match-fixing scandal at home after setting out in the tournament under siege from fans ? and the police.

England also entered Euro 2012 at a low ebb after a hastily appointed new coach was given the task of putting together a team which could just compete credibly.

But they've already managed to register a first competitive victory over Sweden and triumph over the host of a European Championship when they beat Ukraine to advance as group winners.

In Kiev on Sunday, England's task will be to chalk up a more significant first ? beating a major soccer power in the knockout rounds of a tournament away from home.

Not surprisingly, coach Roy Hodgson believes that victory would give England "a bit of an extra glow.

"It would put one of those nasty statistics for a team of England's stature to rest," he said.

Previous knockout victories outside England have been restricted to the World Cups against Paraguay (1986), Belgium and Cameroon (1990), Denmark (2002) and Ecuador (2006).

England's last meeting with Italy in a tournament saw the hosts win the third-place match at the 1990 World Cup. Italy also defeated England 1-0 in the Euro 1980 group stage.

While England is battling the weight of history, the Azzurri are progressing at Euro 2012 despite Italian soccer being immersed in police investigations. It's not unfamiliar territory for the Italians, who won the 2006 World Cup after a domestic soccer scandal.

Defender Leonardo Bonucci remains on the squad despite being investigated for allegedly helping fix matches while he played for Bari in Serie B in 2009-10.

Keeping the Euro 2012 run going is helping to restore some pride in Italian soccer, though the side plays down the trouble back home.

"We don't really take it as extra motivation ? this team always has great professionals and great players," midfielder Daniele De Rossi said. "It's just a characteristic that Italians carry. Overcoming difficulties is in our DNA."

Pride appears to have been restored in the England team for very different reasons.

Egypt's nervous wait for president ending

CAIRO (Reuters) - Egypt's anxious week of waiting for a president, a week marked by street protests and angry accusations between rivals of subverting the new democracy by force, is finally ending.

On Saturday, the electoral commission set 3 p.m. (1300 GMT) on Sunday as the moment it will announce either that yet another general will fill the post left vacant by last year's overthrow of Hosni Mubarak, or that the Muslim Brotherhood, for decades the army's bitter enemy, will finally hold the highest office.

For many, the latter is more likely. But nothing is certain.

The ruling military council, which pushed Mubarak aside to appease the Arab Spring protesters, has just stripped the post of many powers and dissolved the Brotherhood-led parliament elected in January. Yet the presidency is still a prize, even if the vote will not end the power struggles over Egypt's future.

An Islamist president of Egypt, the biggest Arab nation, would be a major milestone for the Middle East, near unthinkable 18 months ago. It is far from confirmed. But the military, Brotherhood and others gave signs of expecting it will happen.

Brotherhood supporters camped out in Cairo's Tahrir Square, where the revolution was won, were generally in festive mood, though fear of disappointment still nagged, after decades of rigged elections. In counterpoint, a few thousand rallied in a middle-class Cairo suburb to declare their support for the army.

The Brotherhood's candidate Mohamed Morsy, the 60-year-old, U.S.-educated engineer and political prisoner under Mubarak, had declared victory within hours of polls closing last Sunday - a move condemned by the generals. He has already met other groups and drafted an accord to form a national coalition government.

His party issued a statement on Saturday saying it had called on "all partners in the nation, from all movements, to take part in this national platform, to guarantee the success of what we have achieved and their active participation in rebuilding the country in the manner it deserves".

One of those involved in the talks, Abdel Gelil Mostafa of the reformist National Association for Change, told Reuters: "We agreed on a general program, especially for if Morsy won.

"That seems probable. But, we will know tomorrow."

BROTHERHOOD, ARMY TALKS

By contrast supporters of former air force commander Ahmed Shafik, 70, who was Mubarak's last prime minister, kept a low profile, although Shafik said on Thursday has confident.

A victory for Shafik, who won backing in the run-off from voters who decided they liked religious rule even less than a candidate who appeared drawn from the familiar military establishment, could spark protests from well-organized Islamist movements, which security forces might confront on the streets.

Reformist politician Mohamed ElBaradei said he had been in contact with the army and Morsy's camp to avoid a showdown, but said he was worried that, if Shafik were declared winner, "we are in for a lot of instability and violence ... a major uprising." His comments were carried by the CNN website.

However, there have been indications from senior figures in the Brotherhood and military council that they have prepared for a Morsy presidency in meetings since the election.

While officials deny any negotiation over the long drawn out process of tallying the election results themselves, there would be greater scope for compromise to defuse tension over what many have called the army's "soft coup", against parliament and the powers of the president, if Morsy is made head of state.

The Brotherhood has said it will go on protesting until the military council cancels the dissolution and a decree which gave its legislative powers to itself, the Supreme Council of the Armed Forces (SCAF). But were its candidate to be confirmed in office, then the wary symbiosis between the two old enemies, seen since Mubarak was ousted, may continue in a new form.

It is a collaboration that irks many of the secular liberals who led the first wave of the uprising against Mubarak but found themselves fragmented and eliminated in last month's first round of voting, left with a difficult choice between army and Islam.

MILITARY ROLE

Impatient Brotherhood supporters have been out on Tahrir Square day and night since midweek. Thousands were there again on Saturday, chanting "Victory for Morsy!" and "Morsy, Morsy, Allahu akbar!" (God is greatest), while waving national flags.

"We want the military council to announce the real results without forgery," said Hassan Eissa, 43, an accountant from north of Cairo who was demonstrating on the square.

"They have no right," Eissa said. "Egyptians shouldn't be under any kind of guardianship after the revolution."

A few thousand people also gathered with flags in the suburb of Nasr City to praise the army, the institution has run Egypt, amassing wealth and privilege along the way for its upper ranks, since the "Free Officers" toppled King Farouk in 1952.

"We came here to tell all the people that we are standing by our army," one demonstrator told state-owned television channel Nile News. "Our army is the line that cannot be crossed, the red line which we will let no one touch."

The generals, who pushed aside Mubarak when popular protests could not be staunched, have repeatedly said, both to Egyptians and to their close U.S. ally, that they will return to barracks and hand over to civilian rule. But they present themselves as guardians of Egypt's security and long-term interests and moved to block the Islamists from taking more than a share of power.

While they have said that inaugurating the new president by July 1 will meet the deadline they set themselves for civilian rule, their moves in the past 10 days to curb the presidency and hang on to a veto over legislation, as well as to claim a role in drafting a new constitution, mean that the process goes on.

Washington and the European Union, both major aid donors, have expressed concern that the military is backtracking. But both also share its anxiety over a sweeping Islamist takeover, worried about Egypt turning anti-Western and reneging on its peace with Israel, and also voicing concern for civil rights.

Violence by hardline Islamists in Tunisia, whose revolt inspired that in Egypt, has troubled many Egyptian liberals.

Key to the transition to democracy will be drafting a constitution. That work has been hostage to partisan wrangling in the now defunct parliament, where one assembly collapsed after complaints it was too Islamist and a second faces a challenge in court on Tuesday that many expect to trigger a clause in the SCAF decree letting it name a new drafting panel.

The assembly met on Saturday, apparently hoping to prove it can work. But it may soon be replaced.

The Brotherhood has portrayed itself as a modern movement, ready to work with others and willing to respect treaties. Some supporters cite the example of Turkey as a model - a Muslim democracy with a history of military interference in politics, where devout, elected politicians have slowly asserted control.

The bearded, bespectacled Morsy was not a familiar figure to Egyptians. Some ridicule him as the movement's "spare tire"; his campaign began after a more senior leader was barred from the race. Critics say he would be a mere front-man as president, for less visible pillars of the Brotherhood behind the scenes.

Si View Metro Parks is excited to announce a new sporting event open to all ages. Si View Classic, a 3-on-3 basketball tournament at Mount Si High School is scheduled for Saturday, July 14. The Si View Classic is sponsored by Talking Rain and supports Si View Metro Parks? Recreation Basketball League and Wildcat Travel Basketball program.

Snoqualmie Valley?s Premier 3-on-3 basketball event features age divisions for boys and girls in grades 4 and up, along with women and men. Both recreational and competitive divisions are offered for high school divisions. Adult divisions include Open and 35+. Anybody who enjoys the game of basketball is invited to take part in this first annual event.

The tournament is Saturday July 14, at Mount Si High School, Snoqualmie. Games are scheduled throughout the day beginning at 8 a.m. and championship games concluding by 9 p.m.

Teams of all ages, sizes, and genders are invited to take part. Teams will participate in their own division to crown a champion on Saturday night at Mount Si High School.

The entry fee is $105 per team for all youth divisions and $110 per team for adult divisions. The fee includes a guarantee of three games, a Si View Classic Tournament T-Shirt, and, for all division winners, a championship T-shirt.

The Si View Classic 3-on-3 Tournament will enhance these programs by introducing new players to the sport of basketball as well as through contributions for items including uniforms, basketballs, and sport-specific equipment.
